Definitely strange. But I am guessing the Jailer/His Faction promised to actually hear them about when their Archon wasn't. Very much gave me that impression at least. They were easily manipulated with their fury of emotions.

Slaughtering innocent people who were undecided either way isn’t right and they delegitimise themselves by doing so. Ducked up that the writers made the players determine that the shitty status quo is worth preserving though.

The players are new to the society so all they're really doing is trying to not have everything devolve into chaos. And that means siding with the Kyrians over the Mawsworn Not going to spoil the end game story stuff but how you describe it isn't EXACTLY how it all winds up.
