I guess it can be sad but I've never seen an anime do something like this and my immediate first thought is anything other than, "This is just meant to be wasting time until the actual arc begins." I've legitimately tried to watch Naruto so many times and I just can't.
There were a lot of good ones where the deceased characters interacted with friends or family. But for the most part, it was chock-full of filler sadly. Some arcs and episodes you just have to skip sadly.

I suppose they can do that well but even if its like family interacting with dead family members, I feel like that's just a mask, because ultimately the characters aren't going to change once the dead character was resealed. Almost like just the shock factor combined with filler

Again its pretty subjective but I had toonami in the background on and they are still doing this giant filler arc and I actually watched the episode and it was just 30 minutes of nothing. Sure the story was sad for the episode but it ended and then its over and nothing happened.
