In retrospect, the perfect racial lineup would be this: Alliance: Humans, dwarves, gnomes, high/blood elves, draenei, Forsaken Horde: Orcs, trolls, tauren, night elves, goblins, worgen
I can't see Worgen or Forsaken being on those factions at all. Blood Elves are a bit more iffy because they did try to leave at one point but due to Jaina that ship sinked fast.

I wouldn't make the Forsaken part of the original roster but something that is added in later expansions. Introduce them as a neutral faction first, like the goblins, and then have a significant part of them return to the Alliance.
