I personally think that if Thrall becomes Warchief again it could mean a few things that don't involve the Council's dissolvement. 1. The Warchief title is just the leader of the Orcs. 2. The Warchief title means the leadership of the military.

Id be fine with either of these. Horde doesn't feel complete without a warchief, but I dont want everyone blinding following them like they did Sylvanas.

#2 would mean it literally is just High King 2. We go from blizzard trying to make a Blue Warchief in MoP to a Red High King.

Certainly seems that could be the way they're going. Also could mean we could see Thrall vs Turalyon at some point then. Which in my eyes is like Lothar and Orgrim's successors duking it out.
