Unfortunately the two of them would be terrible leaders. Illidan's idea of leading is basically just blow everything up until it works in his favor, and Maiev is way too obsessive and vindictive. Malfurion and Tyrande work better as actual leaders of a country.

I'd have to disagree. Maiev and Illidan both work well as leaders in their own right for their Wardens and their Illidari. This is shown countless times throughout Warcraft 3 and World of Warcraft. We don't see that really with Malfurion. We do with Tyrande at least.

The Illidari are a small suicide cult where half the members die or defect. Maiev almost got Tyrande killed for her obsession, betraying her allies in the process and then getting herself trapped in Outland. Malfurion came up with the plan to kill Archimonde by uniting w/ Horde

Illidan's idea of leadership is also selfish. He uses anyone to make himself look good. He's right about using some severe tactics against threats like the Legion, but I don't doubt for a second he would also use them against mortal enemies. He would absolutely mana bomb Org.

Illidan and Malfurion would definitely lead very differently. But his main focus would've been the Scourge and the Legion all before taking out any threats within the Horde. Ideally I am talking about the "redeemed" versions of Illidan and Maiev (Legion versions).

I dont really think Illidan ever 'redeemed' himself honestly. He was still his egotistical "my way or the highway" radical, we just happened to see it through a lense that made more sense. I mean he opened a portal to the Legion homeworld and let them ramp up their invasion.

He was right to do so in that case, as I said before extreme solutions to extreme problems, but he was probably directly responsible for thousands of deaths. That's why I dont think he's really fit to lead a nation. He doesn't care about self preservation, only winning.

I feel like the reason why Maiev and Illidan would work as a good duo is because Maiev would keep Illidan in check. And Illidan would let Maiev something to keep her sane/rather something to do.

I really don't think anyone can keep Illidan in check. Even with the army of light he basically took control and ran with it. That said I want to make clear that I actually love both characters. I just think Illidan especially wouldnt make a good leader of "normal" people.

Illidan didn't take over the Army of the Light. They could've killed him if they wanted to but chose not to. Illidan told them how it was and is that he wasn't some chosen one to rely on and that only together could they succeed.

Also it's not about who is a better leader. It would be who would make things more interesting to me. Obviously, someone as leveled-headed and experienced like Malfurion would better leader for peace times. But Illidan would work really well in times of war.

Thats fair. Though I will say Illidan wouldn't need to be the "leader" to have that role, it's already weird that we have kings fighting on the front lines of dangerous battles. Illidan becoming a general or military leader would have been welcome.

Kings fighting on the frontlines is a very Warcraft thing to do. Very much inspired by how Lord of the Rings handled it. It's badass to see your leader in action like Genn, Anduin or back in the day Varian.
