they only showed up at the end of the expansion and really felt like an afterthought
The Highmountain really only played a part in 7.0 & nothing more until BfA. With the Nightborne it was solely 7.0 and 7.1. Lightforged were solely 7.3. This is likely why so many feel jipped more on Alliance side when it comes to Nightborne because they had two patches.

I don't think there is sadly a way for it to have worked out in making them a Neutral Allied Race especially given the follow-up expansion is all about Faction War.
