I mean... the Lightbound and the Sin'dorei 2.0 (Void Elves) essentially do the exact same thing to the Horde. Void Elves less-so since they weren't exactly conceived yet but still.

The Highmountain really only played a part in 7.0 & nothing more until BfA. With the Nightborne it was solely 7.0 and 7.1. Lightforged were solely 7.3. This is likely why so many feel jipped more on Alliance side when it comes to Nightborne because they had two patches.
