It's probably more tormenting for Genn to lose another son than anything she could do to him at this point. - She already took two of his homes. - She already took one of his children. Now he's taken his King and his essentially new son. This is where she hits him.

She could've realistically done that with SEVERAL targets beyond just Genn and Tess. The main objective were these four and that's it. I don't understand Sylvanas' reasonings at all. This is the one time her plans didn't involve, "Kill X,Y, and Z".

The reason is really simple. It's literally just spitefulness. Its the people that stood against her in BfA. I'll give them that while I think the kidnapping plot is fuuuucking dumb, it does track with her past actions when she wanted to torture Arthas and not just kill him.

I will admit it is weird not seeing her grab Genn with that in mind but in my own mind, I just see her grabbing Anduin as just as painful if not more painful than grabbing Genn.
