Did Broxigar even get to Shadowlands? He was killed on Argus by Sargeras himself, could it be his soul is in the Twisting Nether now?
That's not how dying works when it comes to mortals. If you're a demon you go to the Twisting Nether when you die. For mortals they all go to the Shadowlands. So Broxigar would likely go to the Shadowlands upon death.

We have a dream team of heroes from both the Horde and the Alliance in Shadowlands. Jailer must be really confident in his powers to challenge us. Saurfangs alone will probably make him cry like a little Gob.

Also I won't be surprised if Arthas who refuses to die will be back from the Maw to have a word with Jailer.
