We spent 2 xpacs before that focused on horde. Legion set up sylvanas and that whole arc. Most of the main characters were neutral. Introduced 2 new horde factions. But yah no horde characters
The "neutral characters" were still mostly Alliance characters even if they were acting neutral. You had Khadgar, Turalyon, Velen, Alleria, Magni and Illidan. The end of the Legion was a major deal for the Horde as a whole and they really didn't get a part to play in it.

Plus there was the treatment of Vol'jin who died pretty horrendously and only after JUST getting the title of Warchief. Horde just was not treated very well in Legion. And while I like the expansion I've still got issues with it. Don't even get me started on 7.2.
