compared with the narrative of emphasizing that doing what's right and/or correcting your mistakes is paramount, even if it breaks a rule. I do think it's a little silly that Thrall felt so bad about it though. Considering it was the right thing, rules or no rules.
It's moreso he felt bad because Garrosh was his friend and he failed him. Then he failed those around him because of Garrosh. Hence the whole Cinematic in Crossroads where he blames himself for Theramore, Cairne, Garrosh, etc.

Mentioning that cinematic reminds me, I recall watching it and thinking Thrall blaming himself for Cairne seemed a little odd given the only reason he didn't wipe the floor with Garrosh was because Magatha put her thumb on the scales and poisoned Gary's blade.

Almost seemed like they brought him up more as a matter of course. Like a "Hey remember this guy?" for people who weren't being reminded of him via the Tauren heritage questline.
