The old rules of Mak'gora was more or less the same rules that Cairne and Garrosh fought under. Although the reworked rules, changed by Thrall under his new horde, allowed the use of magic in Mak'gora, seeing brute strength not as the only qualifier for leadership.
That's not really the case at all. The only things Thrall reworked was it ending with killing. Everything else was essentially the same. All in all the two who do the Mak'gora make the rules for their match and have to follow them.

True. And I do still think that the Mak'gora in Draenor was meant to be a continuation of the Mak'gora from Azeroth that was interrupted by the Lich King. Thrall used magic back then too.
