Honestly, as I see it, that depends on how much screen time and/or "lore time" he'll have, much likely to Baine. Though for example, Rokhan counters this, the man still needs his own model.

They typically give new models to characters who're important. Hence why in BfA/Legion Baine, Nathanos, Anduin, Jaina, Rexxar, Thrall, Varok, Gelbin, Lor'themar, Tyrande, Gallywix, Sylvanas, etc got new models. So if Cairne got a huge role it's possible they'd update him.
