potentially hot take but i think the fallen forsaken banner on PTR is a nice detail looking into the tumultuous politics of the forsaken identity after sylvanas' betrayal at the mak'gora

The Forsaken weren't exactly completely dutiful to the Horde though? They were dutiful to Sylvanas. There were times when they were like, "For the Horde!" but at the end of the day if Sylvanas told them to backstab the Horde they would. This is a change for the better.

But you can only frame it that way in retrospect. Typically all npcs are loyal to their faction leaders first. Just look at the belves. If Thrall did what Garrosh did he probably would have had more Orcs side with him. Garrosh just lacked political support because he was new.

The vast majority of the Orcs did side with Garrosh though about 80% of them and it was mainly the younger generation of orcs. The Forsaken have always been framed as, "Sylvanas first. Horde second." which is why Reckoning was a refreshing take on them.
