You can have redeeming qualities and still fall short with intentions. Illidan's care for Tyrande, hell obsession, has driven in borderline selfishness than selflessness. Especially earlier on. Then there's his desires for power and magic, which have always been his drive.
Ultimately I don't think Illidan belongs in the Maw. That's for sure. But the Venthyr is hard to figure out because of Vash'j - if she of all people goes to Maldraxxus why wouldn't Illidan when he did things that were for the good of Azeroth.

I guess Maldraxxus could be it too. Has there been any hints that she was sent to the Venthyr prior to being sent to Maldraxxus?

More spoilers but not that I'm aware of. I only know they talk about her changing her form from a Highborne to a Naga willingly upon arrival.
