Honestly the only regular WoW character that isn't space satan or cthulhu that belongs in the Maw is Gul'dan maybe Kel'thuzad. (Still don't think "land of eternal torture" is something to feel good about tho)

Sylvanas going to the maw immediately is really weird, I'm hoping theres more to learn about that.
Sylvanas only makes going to the Maw after BfA not so much after Wrath. My guess is the use of Frostmourne could confuse the Arbiter into believing she's a Maw-Agent or its something the Jailer did.
