My bet is that when Arthas was ultimately sent to the Shadowlands at the end of WotLK, the Arbiter might have sent him to Revendreth like Kael'thas, but Uther and the Mawsworn intervened and cast him into the Maw because of their history.
Makes sense apparently there are literal "World Killers" in Revendrath. So if someone who kills an entire planet in Warcraft is capable of going to Revendrath I'd say Arthas could easily. Especially if he was under the influence of Ner'zhul/Jailer for most of it.
