Paulstretch might work. Although it's more like a Deathknight type effect.
Yeah I tried my usual method for DK voice for him but it didn't sound Mogu-Ish. I'll try Paulstretch though.

I used it for the Anub'arak voice just to try it out. It's got that phase in / phase out-ness plus delay. Although it's a bit temperamental. Might work if you play around with pitch as well. Or it might end up sounding like a garbled mess lol.
