I think you scare some civilians in that one town/outpost, but that was about it. I think this person is maybe referring to other events in SsV that isn't linked to Rex or Lil.
The "Brennadam Incident" was led by a Forsaken General and some very bloodthirsty Horde soldiers. Voss was busy elsewhere while Rexxar was the main defender of the base once the General fell. Too many people put it on Rexxar since it's his base but he ain't about that.

Yea. Rexxar was even against scaring that human woman for information. Just straight up was like "we'll just ask her". I respected that. People just think the actions of one Horde member = the actions of all.

I think Rexxar's only crime during BfA was he took on the mission to get Ashvane out of prison. But Valtrois and the player also did that under Sylvanas' orders. Plus Rexxar joined the rebellion later after Zelling was killed. Rexxar is full-on a Honorable Horde sort of dude.
