Do people have more of a problem with BFA leveling because of the content, or is it because of the stunted amount of EXP every quest cluster gives (alongside the absolute waste of time assaults are for leveling)?

It's more a mindset than anything, but part of it is that I don't really have anything to look forward to on an alt at max level. In Legion, I had a class campaign on every alt, and a very fun Suramar campaign if I so desire. In BfA, I pretty much just have the messy war campaign

As great as the Class Halls were, unfortunately not every one of them was great or even good. Priests, Hunters and Monks probably had some of the worst campaigns I saw sadly.

Priest was pretty much just the Paladin Order's sidekick with a copypasted ending. Hunter was just dull. And it turned Hakkar the Houndmaster into a generic fel lord, which I can't forgive. Monk... Monk was okay. Half the champions were uninspired nobodies, but Pandaria is nice.

Death Knight was by far the best one, yeah. Rogue took a close second for me.
