Calia and Voss are both on the Council together. And currently, Lilian Voss holds the title of Representative. She's the heir of Lordaeron and wants what is best for the Forsaken. At this point, the leadership of the Forsaken is up to the Horde and Voss.

...You don't lose that right when you die. That's a really specific thing to say. Elsewise plenty of other Undead Kings and Queens shouldn't hold those titles in the game right now. Plus nobody but Gnomes vote for their Leaders in Warcraft.

That really doesn't play out that well in Azeroth when you have resurrections, necromancy, etc. And most of the people of Lordaeron also lost those titles when they died going by that logic mate. Plus the Kingdom already belongs to the dead so that logic isn't sound.
