I think part of it (not all of it, cause I agree about the disproportionate response) was the presentation. Before MoP even began, it was made clear in no uncertain terms that Garrosh was MoP's villain. The things he was doing were presented in a wholly negative light, and -

the playerbase was immediately pitted against Garrosh and his crimes. There was no uncertainty that what was happening to the Darkspear was bad, and the story reflected that. With Teldrassil, Blizzard didn't do that. Sylvanas's villainy wasn't revealed until the END of BFA, -

which meant that there was an entire expac of them trying to play the "was this a bad thing?" game with the playerbase. The heightened calls for retribution may stem from the idea that there was once a possibility that they might not get any at all.

Twitteroth an bigger overall social media presence within the fandom now days should also be taken into account. Stuff gets seen an spread more, like memes an toxic crap. Also at blizzcon an with most devs in general treated the burning as a joke.

I've said it a lot, but I really believe that they didn't think that Teldrassil would be construed as as big a deal as the playerbase took it to be. Which is disconcerting among other things.

When you think about it Theramore isn't brought up that much by the playerbase as Teldrassil is. Yes, it gets brought up now and then but it's not done in the same manner as Teldrassil despite holding many many similarities to one another.

Theramore's a bit trickier. By the same token as the Darkspear, its presentation was offset by the fact that we knew Garrosh was going to be the villain - retribution was forthcoming.

Thankfully Teldrassil isn't being as ignored in the current lore by the Night Elves and by the player base. I don't think the ramifications the Horde will face for the War of Thorns will be what certain people want. But at the very least Sylvanas will answer for it.

At the most, the fact that the touched on the accountability the Horde should face in Shadows Rising was encouraging. The fact that Thrall and Tyrande came to a somewhat mutual understanding over it moreso.
