I still cant believe the guy who nuked theramore and broke out garrosh is just out there somewhere and nobody cares

Really didn't "gloss over them" as you say. Jaina has a very muddied past & it's not ignored in the story. The incident where Baine needs to be rescued it's put in focus. It's why Jaina is so emotionally strained after they teleport to Mulgore and Thrall has to talk to her.
While she doesn't exactly "suffer for her consequences" I think people put way too much focus on her single and really only big crime in WoW. The Purge of Dalaran while horrible was in her jurisdiction to do and there were consequences from it and they're still at play.
