No, he's not responsible for all her actions purely. Sylvanas is an individual who makes her own decisions, clearly. That's stating the obvious. However, her fall from grace is largely on his hands. He's -the- reason she's down this path, because he ruined her entire life.
He's maybe almost worst than her. He's also pretty much the reason for her fall from grace. There's no doubt about that. But that doesn't mean someone cannot like a villain's story. They're not supposed to be good people and I'm not saying he is one.

Okay but what I'm saying is I don't get why you like Arthas when he largely did a lot of the stuff she did except he cared even less.

Arthas did many awful things and paid for it. Sylvanas did many awful things and hasn't paid for it. That's the difference between the two of them.
