Read the W3 manual, watch again the ending cinematic and check the vanilla manual. It was his plan. And by the way, Arthas was a slave under Ner'Zhul command just with the sword (Frostmourne). So when he is with the Lich King Spirit itself, how can he resist ?
It's all explained in the Arthas Novel. When their souls become one it left Ner'zhul exposed. Ner'zhul himself was caught very off-guard when he thought that Arthas was 100% loyal to him when in actuality he broke free. Ner'zhul isn't anywhere close to these guys as "done dirty"

The problem is you take the novel for granted. Read W3 manual, play again the campaign and watch again the last cinematic. "We are One" is different from Arthas takes the lead. WoW Vanilla Manual was clear. Ner'Zhul won as he planned. And Ammenar in Vanilla is serving Ner'Zhul.
