The Hoard as a whole doesn't deserve redemption either, the barriers to redemption are the same for that alien way of life.
No idea what the "Hoard" is but the Horde definitely deserves redemption if they fight for it. The difference between the entire Horde and Sylvanas is the Horde wants to be redeemed meanwhile Sylvnaas doesn't care about that.
