If by "selfish agenda" you mean winning a war, then yea I guess you have a point. But I don't think we can judge her too harshly for winning at stuff.
She quite literally didn't win at anything. Saurfang points out how much she lost during BfA and how she kept failing.

Yes, Saurfang sounds so proud of himself when he's listing the ways he and others have sabotaged the Horde war effort. But Sylvanas did more with just half a faction's dedication than any other leader has done with any amount of forces.

If your plan is so unpopular that basically the entirety of the Horde’s power structure ends up working against you, it is a bad plan.
