I concur. I say that he has not done anything to recover it. Nor did they finish recovering after Garrrosh. (And Shadowland paints that it will not give any space to regain any confidence. T-T)
The main thing to take away from this is the Horde will eventually be able to recover and regain that trust with time and work. Sylvanas however isn't going to have that luxury.

Realistically the Horde has the most stable leadership it ever has with Sylvanas and Leafyishere gone. You'd really have to just destroy someone's character to make them a bad guy.
