That was the definition of the Horde in W3. In WoW to redeem themselves from the Garrosh shit is that they set Teldrazzil on fire.
Teldrassil was an order given by Sylvanas. Not everyone wanted to do it and not everyone did do it. Does this make the Horde irredeemable? No. Does it mean the Horde has to work back that trust? Yes most definitely.

I concur. I say that he has not done anything to recover it. Nor did they finish recovering after Garrrosh. (And Shadowland paints that it will not give any space to regain any confidence. T-T)

The main thing to take away from this is the Horde will eventually be able to recover and regain that trust with time and work. Sylvanas however isn't going to have that luxury.

Just following orders isn't actually a good defence. If your character was in the Horde military in early/mid BfA they are every bit the war criminal Sylvanas et al are
