But it was Thrall who made Mannoroth's skull the throne, not Garrosh. Garrosh only cut half the fangs and made a shoulder ornament.

Actually, you'd be wrong about that. Thrall was the one who put the bones of Mannoroth on a Tree in Orgrimmar but Garrosh was the one who made it into his shoulders AND his throne. The throne was changed around the same time of the revamp of Orgrimmar in Cata.pic.twitter.com/jls7gDTawD
