I wonder if Rokhan taking up leadership either meant the other two sons were dead, not old enough yet, or just weren't efficient enough to lead.

It's very possible they forgot he had two other sons but if they wanted to play it safe they could just say they died during [Blank]. Though I would honestly be open to seeing a story with them in-game. Heritage Questline perhaps.
