Instead of taking Voss, who was essentially Neutral, and Calia who was neutral but only really has ties to Alliance characters (Jaina, Anduin, Genn, etc) and putting them on the Horde to "Teach the Forsaken to be good" It feels condescending. 3/3
Voss is the Character who is grooming Calia to be the Leader of the Forsaken in the first place. That's why it makes it more workable - makes it flow easier. Voss doesn't want the leadership so she's setting up Calia to take up that role.
Plus both Gazlowe and Rokhan were each made leaders of their own faction/races not VIA a quest but VIA a "Stay Awhile and Listen". Calia is being set-up via in a book just like Baine had been in Shattering.
