That would be up to Blizzard to clarify. Delays in patch might explain the Out of lore reasoning, but not the timing of the thing in-canon. Due to the fact that it came out in 8.3, it leads me to the conclusion that's when it takes place. Not to mention the timing with Gazlowe.
I don't think that it does, honestly. It just doesn't fit in with anything going on after 8.3. Why are the goblins so chill with still working with Gallywix? Why isn't Gazlowe having a big role considering he's the new Trade Prince. It just doesn't add up.

If you mean the Goblin on Crapopolis? Contracts. It says he did buy all of Crapopolis, and the Motherlode. It's money. And why doesn't Gazlowe have a bigger role? Because he only took up the position at the end of the patch after N'zoth dies. I suspect we'll see him do more soon.

I think realistically it makes more sense the last time we see Gallywix is at the end of 8.2.5 but that's just my take on it.
