The Goblin Heritage Armor quest line was added in, and happens alongside, the Visions of N'zoth. Gallywix trapped in his armor is indeed the last we see of him, with Gazlowe being asked by Thrall to take over after we defeat N'zoth.
I'm 100% certain the Goblin Heritage questline takes place before the events of 8.2.5 remember the Heritage Armor was meant to happen in 8.2 but it got delayed.

That would be up to Blizzard to clarify. Delays in patch might explain the Out of lore reasoning, but not the timing of the thing in-canon. Due to the fact that it came out in 8.3, it leads me to the conclusion that's when it takes place. Not to mention the timing with Gazlowe.

I don't think that it does, honestly. It just doesn't fit in with anything going on after 8.3. Why are the goblins so chill with still working with Gallywix? Why isn't Gazlowe having a big role considering he's the new Trade Prince. It just doesn't add up.
