Gallywix is still named the Trade Prince of the Cartel during that quest so I'm gonna take a gander and say that this is prior to the events of 8.2.5 when Gallywix flees with the rest of Sylvanas' supporters.

The Goblin Heritage Armor quest line was added in, and happens alongside, the Visions of N'zoth. Gallywix trapped in his armor is indeed the last we see of him, with Gazlowe being asked by Thrall to take over after we defeat N'zoth.

I'm 100% certain the Goblin Heritage questline takes place before the events of 8.2.5 remember the Heritage Armor was meant to happen in 8.2 but it got delayed.
