Calia is to become the Leader of the Forsaken at some point people. It's better to rip that band-aid off now than later folks.

I am not sure she is even the leader. She may be representing the Forsaken at least, but we'll have to see. Voss could be sneaking around somewhere.
If they wanted someone to represent the leader of the Forsaken Voss has been shown to do it for them. I'm going to wager things become full circle and Calia is finally made the leader of the Forsaken by Voss' hands.

There are still members of the Desolate Council unaccounted for. If Sylvanas hadn't had them killed during BfA, it would have been a good time to bring them in.
