A lot happened all at once. Just because his family isn't in Orgrimmar or Azeroth *YET* doesn't mean they aren't at all. Saurfang died and the Horde lost its Warchief and Thrall was asked by his old friend to no longer hide. It makes perfect sense why he stayed.
I'm certain his family will eventually come back to Azeroth. None of them are exactly mages so bringing their supplies from Outlands to Azeroth isn't going to be instant.
