At first, Sylvanas had the potential to be a good Warchief but given her usual personality, it makes total sense they went the route they did with her. Sylvanas had way too much selfishness and hatred to be a good Warchief.

Legion is the only time it was shown that she "cared" about the Horde. Back then I too thought they were turning her into something else but honestly, her faking sympathy during Vol'jin's death makes sense for her. As for the Forsaken, she cared about them but... (1/2)

The main thing about the Forsaken was she was grooming them to feel and see like her and she failed to succeed at that when they stuck with the Horde and not her. So she no longer cares about something that's turned against her or isn't useful.

Things would likely play out VERY differently if the Forsaken didn't give her the cold shoulder when she said the Horde was nothing. That's where everything falls into place here. Forsaken chose the Horde over her and that made her lose her last thing she cared for really.
