Which is why its confusing that they keep teasing all these returning characters and then basically don't have them around (outside of cameos) until the max level Covenant campaigns. It also feels kind of scummy because unless you have 4 max levels you won't see them all.
It looks a lot like Legion's Order Halls then. If you care enough about [X Character] you're going to have to make an [X Class] to see what happens to them. Just instead its Covenants and not Classes.
I'd argue its worse because there's less and they're exclusively where the returning character nostalgia that they're constantly pandering about the expansion having is. I thought it was bad in Legion too. I hated having to level 12 classes just to get my end-game story content.
At least with the Covenants, you get to choose who you want to see and if you don't want to level through it on an Alt they are providing a way for players to see it it'll just be costly. I guess it doesn't bother me as much since I was planning on level 4 alts for this.
