Lei-Shen was one of Warcraft's most underrated antagonists of all time. Granted, they didn't give him more details until Chronicles but goddamn did they hype this man up. They even said in an interview that if was Lich King vs Lei-Shen that Lei-Shen would win if its 1 on 1.

Lei-Shen not only took the powers from Ra-den but took the power that was left of the Titan Aman'thul. It's no wonder he was as powerful as he was. Something I hope get's brought up in the lore is that both Jaina and Wrathion took Lei-Shen's power for their own.
Also, while the Lich King is my favorite antagonist of all time in Warcraft. I agree that people tend to overhype him as the "strongest villain" just because he's the most popular villain doesn't him the strongest. If anything that goes to the likes of Sargeras.
