I still maintain there was something behind the scenes going on in 8.2. Maybe they couldn't get Tyrande's voice actor for some reason. Because it makes no actual sense that Jaina would be there instead of Tyrande. Azshara is Tyrande's biggest and oldest personal foe.
I think they chose Jaina because they wanted to continue the Lor'themar and Jaina story in a way from Mists. Plus she was basically the main character for the Allaince in BfA.

As Skoll mentions, both have already bit down and cooperated in the face of pure anger and hate for each other. They know that there is more to everything than just factions and that everyone has done their fair share of mistakes. Tyrande would have not be so cooperative.
