Thrall had a part to play in what Garrosh became but Garrosh didn't do himself any favors.

Pretty much. Even though he wasn't ready for the position when Thrall made him warchief, he still had Saurfang and Eitrigg to provide advices. He evidently chose to ignore them.

The one mistake Thrall made was to not listen to Jaina and turn his back on her when she and everyone else warned him. After she saved his bum multiple times. Theramore may still stand without his "but muh wifey, must heal the world" ignorance back in MoP / Tides if War.

I do often wonder if he could've stopped Garrosh/the Horde at that point even if he tried. Apart of me thinks he'd be ignored or he'd have to start the rebellion right then and there.
