Wasted opportunity. I may not have been around for the rest of MoP, but they could have done so much more with that expansion.

Mists of Pandaria was a really really good expansion and honestly I wouldn't have minded it that they made it last longer. Apparently Rexxar was even supposed to be in 5.3 as a bonus event for the rebels to help him kill Kor'kron near a banner but it was scrapped due to time.

I've gotta be honest: Rexxar is a minor character. He's gotten a primetime slot during BfA and that seemed like a lot to me. Especially when he really wasn't doing anything interesting and actually acting in opposition to what he previously did.

BfA was the first time since The Burning Crusade that they gave him a multitude of questlines and a big role in the expansion. I was overall happy he got time in the spotlight. And I mean Rokhan was a super side character and now he's the leader of the Darkspears.

He really did fit into MoP - I’m glad we got see more of him Im BfA even though I see him more as a neutral than a Horde character

I don't really see him as Neutral at all. Maybe during Legion but not so much afterwards. I think he's a Horde character who'd be open to peace with the Alliance though. They really missed an opportunity of Jaina and Rexxar interacting in BfA.

Instead, he was there to follow a dead elf in her nonsensical and genocidal war, those writers man

To be fair they did correct it a patch later and sowed the seeds of doubt that this war was worth it. And then a few patches later he basically is completely down with her and joins the rebels. I still think he was the one who told Saurfang and Thrall what was up with Baine.
