Legion still had you play with Faction & even had storylines incorporated to keep the fight going. Mainly in Stormheim. They even had Faction-Specific followers for some of the Order Halls. It then opened the doors for peace, and then Sylvanas shot it dead. BfA follows that too.

At least the end of Legion sounded like he was going to see peace. Clarifying BFA ends in a false peace. Tyrande makes it clear.

Legion felt like there was still things to be resolved between Sylvanas and the majority of the Alliance. BfA feels like most of the conflicts are finished and really the only thing keeping it going is Sylvanas herself who isn't even apart of the Horde now.

BFA ends with Tyrande saying that the Horde is going to attack again and that it is not going to sign the pas treaty. And a Talanji who is also not very happy with peace. More than Teldrazil must be avenged.

The vengeance for Teldrassil is to be resolved in Shadowlands probably. Tyrande going for the hunt for Sylvanas? Nearly everyone is in support of. But her starting another war with the Horde wouldn't go well between her and the Alliance. A divide is very possible.

In any case Maybe After Shadowland there can be a peace proposal. Not before. About starting another war. In truth Solo Anduin and Jaina is actively seeking peace. The rest of the Alliance does not think. Apart from that the WoW wars start for much more empty reasons.
