I think its cause they made survival melee, and we mostly see him with an axe, instead of a bow. (Which is odd cause he uses bow in hearthstone...) But yeah hes beast master. The best explination ive got is he is a beast master survival hunter stuck in vanilla.
They've had lore characters in several cases and or situations have their class wield a weapon that they normally couldn't or can't. I always saw Rexxar as a combination of a warrior and a beastmaster hunter. If it really came down to it he's a Survival and Beastmaster Hunter.
