Sorry to jump on a post but SOME of these have slight redeeming qualities - Azshara was all for power so I'd be surprised if she didn't end up in Revendrath she's like the humanification of pride. if there's even a bit of pre-Frostmourne Arthas left there'd be hope-

Garrosh Hellscream is very much a character who's on the very edge to Revendrath had he been sent there. But he truly did care about his people in his own way. He wanted to achieve "Peace" through war & war alone. He was wrong but that doesn't mean redemption is out the window.
Sylvanas is different because she doesn't really care about her people anymore. Both the Forsaken and the Elves are just tools for her goal to not meet her final death. At least with Garrosh his reasonings were to have a world for his Orcs. Sylvanas is just about immortality.

This is the result of a very strong rewriting of its character and attempts to expose it in a negative way. She always took care of her people. Blizzard just threw that trait of hers in the trash for no reason.

People keep saying she did but it really hasn't struck. The most she did was provide them a place when nobody else did & freed them from the LK. That's really it. She also changed the moment she died focusing less on revenge and more on staying alive. Her motives changed.
