The Horde regarded as "bad" were led by literal "Bad Guys". Sylvanas and Garrosh both sit in that same boat where they are indeed bad guys. The difference between Sylvanas and Garrosh is Garrosh did what he did for the Orcs while as Sylvanas did everything for herself.

I think the story that was more effective was with Saurfang and his arc not so much the Horde's. I do agree that the way Mists handled it was better.
