So the majority of the Horde that is in power right now opposed and fought against Sylvanas. Meanwhile, those that took pleasure from the Alliance's failings are in shackles. Why punish the whole Horde when those that caused shit are already out or are being punished?

That really doesn't apply since there was a CLEAR division at the time. The Horde was a united front until AFTER Teldrassil burned. Part of the reparations i was speaking of is also the innocents slaughtered on the way to Darkshore. That doesn't justify their actions.
In the Horde questing Saurfang had any citizens in their way were taken prisoner and merely asked to leave after brief questioning.

That's where the game and the books start to take a clear divide. I personally prefer how Saurfang and the Horde acts in the game over the books for once.
