Hakkar should've been in the Shadowlands and resorting to work with Mueh'zala because he died in BfA after he came back and teamed up with Zul to take out the Zandalari, whom they both are enemies of.
Hakkar should have been G'huun & nobody can convince me otherwise.

We already had it established too that Zul had something planned in mind with Hakkar or was linked to him somehow. Plus there was a whole Foreshadowing of that one temple where the plague of Hakkar was contained in/had golems that purged said plague. Hakkar would've been better.
