To be fair, the only Warchief that didn't "start anything" was Thrall who had been on good terms with Tyrande and Malfurion. Really Garrosh was the one who took it to this when you think about it.

At least with Garrosh he did war against the Night Elves for his people to have a better life. Granted, there were better ways to do so. Sylvanas just wanted to do war for power and immortality mainly selfish things.
